Winsock is a component within windows. That error is a micorosft error. It means something in windows has corrupted the default installation of your winsock driver or is conflicting with it or has disabled it.

There are several comments on microsoft's developer's site on how others have fixed this error (usually it means downloading or getting replacement files from someone with a clean pc):

* Please print and read the whole page before downloading the suggested drivers there. May be good to set a system restore point first, just in case too.

System restore is in your windows menu, All Programs/Accessories/System Tools/System Restore.

Please notice that there are various versions of Windows XP and Vista. Make sure to use the solution that matches your circumstances.
